Quick answer on resize photo for pan card: Add your photo to the free tool below and download it: it is already set to the PAN card photo size, 2.5 × 3.5 cm at 200 dpi (197 × 276 pixels), as a colour JPG under 20 KB. For the signature, switch the limit to 10 KB and tick “Black and white”. These are the scanning specifications on Protean's (formerly NSDL) online PAN form; UTIITSL's form shows its own limits on the upload screen.
The online PAN application rejects photos that are too big, the wrong shape or saved at the wrong resolution. A phone photo is 3–5 MB; the PAN photo has to be under 20 KB. The tool below crops, resizes and compresses it to that size on your own device, and writes 200 dpi into the file.
Your photos never leave this device. Close the page and they are gone.

How to Resize Your Photo for PAN in 4 Steps
- Take a recent colour photo against a plain white or light background, face straight to the camera, both ears visible, no cap or dark glasses.
- Crop it to head and shoulders in your phone's editor, so your face fills most of the picture. The tool keeps the 2.5 × 3.5 cm shape and fills the frame from the centre.
- Add it to the tool above and download the JPG. It will be 197 × 276 pixels, 200 dpi and under 20 KB.
- For the signature, sign on white paper, photograph it, set the limit to 10 KB, choose cm and enter 4.5 × 2, tick Black and white and download. Our signature resizer does the same with more options.
Why the PAN Portal Rejects Photos
- Over 20 KB: the most common error. The tool always stays under 20,000 bytes.
- Wrong resolution: the portal reads the dpi stored inside the JPEG. The tool writes 200 dpi.
- Not a real JPG: a renamed PNG or iPhone HEIC file fails. The tool always saves a genuine JPG and opens HEIC photos.
- Signature in colour or on grey paper: tick Black and white so the background becomes pure white.
Keep Your PAN Documents Private
Your photo, signature and PAN details are exactly what identity fraud needs. This tool works entirely in your browser and never uploads them. Before sharing a copy of your PAN or Aadhaar anywhere else, you can also hide the numbers with our Aadhaar and PAN masking tool.
